Due to unforeseen scheduling challenges with the Ministry of Housing, the briefing on Housing Bills 44, 46 and 47 on December 14 at 9 a.m. has been cancelled.
Addressing B.C.'s housing crisis dominated the Provincial fall legislative session and was the focus of many pieces of legislation. Three housing bills, in particular, will significantly change the way municipalities plan and approve new housing, whether it be a secondary suite, multi-unit or transit-oriented development. Expanded and new funding tools were also introduced and are intended to help municipalities with the cost of providing the necessary infrastructure and amenities required to meet increased growth.
In light of these significant reforms the BC Government is undertaking with housing, and the impact it will have on future residential development and building, CHBA BC and the Urban Development Institute (UDI) have invited Ministry of Housing staff to provide a technical members-only briefing on:
The meeting link will be provided to registered members closer to the event.
The three housing bills are briefly described below with links to a full one-page fact sheet.
Bill 44 - Housing Statutes (Residential Development) which enables secondary units as well as up to six units on single-family or duplex use lots. Additionally, this Bill requires Official Community Plans, zoning by-laws and housing needs reports to reflect 20-year housing needs while also making changes to public hearing processes.
Bill 46 - Housing Statutes (Development Finance) expands the infrastructure categories for Development Cost Charges/Levy and establishes a new Amenity Cost Charge tool for municipalities.
Bill 47 - Housing Statues (Transit-Oriented Areas) permits housing development that meets minimum provincial standards for height and density in municipally-designated Transit Oriented Development areas.
